What did I do to deserve this?

All you crime and punishment gameplay enthusiasts, please tell me what I did here? I'm in an anarchy system at a tourist settlement. (On a barren rock with no apparent scenery--that's another issue)
I was testing out my scanner to see if I could scan people while they were watching me... I scanned a guard, he was cool with it--wanted to get it over with quick--then go to this next guy--he was all like -that thing better be calibrated- meanwhile he had a million bounties? He didn't sweat at all until he heard that bounties were confirmed--through my headset I guess?-- Then he goes haywire starts blasting at me like there's no tomorrow, I turn around and the guards are losing their shooting at me like they don't know what to do--some random administrator wandering around whips his gun out and doesn't even know what is going on he's facing the other direction, but he wants a piece too. I didn't pull a weapon out, I didn't shoot back. None of this makes sense to me --especially compared to the ship gameplay.. if you scan someone they don't attack you if they have a bounty--and the cops don't shoot at the scanner.

That's exactly what you did wrong - you scanned him, detected his bounties, and he knew it.

The base doesn't care that he has out of jurisdiction bounties. It only cares that you are now hostile to one of its occupants.
The base also doesn't care if you have out of jurisdiction bounties.

Yeah... it's a ruse to lull his suspicions in order to better take him by surprise.

I was scanning him to see if we shared any of the same interests.
Was he hoping my machine broke before the end of the scan? How did he think he was going to get out of that one? I had a plasma rifle, an AR-50 and a laser pistol. He probably flies a sidewinder.

Yes, I'd say you deserved to get shot :) Now, go get revenge, go back, slaughter them all in cold blood, then scan for their bounties by targeting their corpses.

And shed a tear for every one that says 'no bounty detected'

If you plan on murdering anyway, is there any purpose to scanning for bounties before killing the NPC? I always scan the corpse.

(You've got it perfectly :))

OP is basically going through what I went through in alpha. I spent a half day learning how it all works and it resulted in a lot of fines, a few deaths and getting shot at a ton. And a ton more. I loved it.

When you scan someone in space with your ship and find they have bounties your only intention is to see if they are worth killing and whether you can do so without going to prison, why should it work differently on the ground? You scan him and find he has bounties, as far as he is concerned your next act will be to shoot him, what did you expect him to do? Wait until you shoot him? Or maybe try to get in the first shot?

Because it doesn't have to work exactly the same way. You're literally in their backyard.

I spent a lot of time learning how lots of things worked and I spent my time then sharing that with some feedback on maybe a handful of things but for the last two or three weeks the majority of stuff being said by people talking about infiltration, missions, stealth and settlements is based on players encountering mechanics for the first time and just instantly coming here to complain about it and assert that it has change.

Oh I got attacked. Change it. I died. Change it. I got caught. Change it. I get scanned a lot. Change it. Why did I get a fine? Change it. I went to prison. Change it.

Yes you are, you have invaded their back yard, scanned a resident, found he has bounties, he and all his friends decide you must die before you can report back to the authorities. No it doesn't have to work exactly the same way, but why shouldn't it be consistent?

Are targets ever in places where they aren't aligned to the locals? Are NPCs ever visitors, like the players?
