To be fair the game does set you up for this - the 'obvious' way to kill those on-foot is through massive air or ground superiority. And the warning about getting a fine is tiny, and happens during a fire-fight.Did you shoot your SRV or ship weapons?

Not sure how they can get around this, except maybe an explanation on the death screen?
I feel unpowered settlements should not have omniscient abilities of knowing you are in a no-fire zone, or that you fired weapons. You don't say^^they could switch off the No Fire Zone when the settlement is deactivated
