Can you tell us if Smear Campaigns are in game yet? Anyone find one with the update?

We're going to be upgrading the chances of coming across rare/high value data at difficult settlements, and we're also going to be tweaking what is available in some settlement types, which will organically increase your chances of coming across Smear Campaigns where you expect them to be.
Have your QA testers been able to find a smear campaign plan in the current client on the live servers without using any special developer backends?

We're going to be upgrading the chances of coming across rare/high value data at difficult settlements, and we're also going to be tweaking what is available in some settlement types, which will organically increase your chances of coming across Smear Campaigns where you expect them to be.

This isn't in Update 4, at the moment we're aiming for Update 5.
We don't know "where you expect them to be". I don't believe FDEV have given us any hints as to the types of settlement or system states that might even trigger their appearance currently, so throwing us a few hints in that respect would be nice :)
 
Difficult settlements? Guess military bases might be worth a look. Or just High Sec.

There is a certain military base, belonging to an anarchy and named after a certain Coms Lead at FD HQ that is protected by 2-3 military ships (Viper/Chief/Challenger) in the air and also has a Goliath skimmer and some nasty anti-ship anti-ground defenses...
For the moment the score is 1-1 (i barely won the first fight but i lost my ship in the process, the second attempt i met the rebuy screen when my SRV was blown to bits by the Goliath)
 
Opinion Polls...... so, Ive sold about 25-30 Opinion Polls before this update, on logging on (update 4) I still dont have access to Kit. Has my running total been reset? Do i need to hunt down another 20?

Haha, sounds like a familiar scenario. I had a go at a "settlement extermination" mission at one of these. Just one ship defending, but also AA defenses and a Goliath. And of course, they got tipped off before I arrived. The aerial strike was a complete failure, and I barely managed to hide/land my ship behind a hill 2km away with 3% hull left. The SRV didn't fare well against the Goliath and I ended up parking it ~1km away with 25% integrity left to close in on foot. Thankfully, the Goliath doesn't aggro on pedestrians. The cleanup was fun, particularly as I didn't have the noise suppressor back then.

And of course, the mission bugged out as after killing 20/21 locals, the terminal showed me that the 21st had spawned underground...

Good fun and plenty of loot mind. And since I had disabled all AA defenses, I was able to rocket down the Goliath from my ship on the way out. I only had 3% hull left, but I had a score to settle with it! :D

Still no answer to the question, all this says is that the are going to be "upgrading" the chances of getting them.
Are they actually in the game.....now? And if not, why not?

Simple answer cause they don't know when they took them out and how to bring them back another evil idea is that it is done to "prolong" the grind

Let me give a bit more clarity into the situation - we've seen that a lot of players are having trouble tracking down Smear Campaigns, and whilst they are in the game, there's a variety of factors at play which are making them hard to locate. What we're doing now is having a discussion into which of those factors we can make some adjustments to so that they aren't as difficult to come across. This isn't as instantaneous as you might like as things like this go through a process involving different people. But yes, we're looking at what we can do to change it!

Yes, they are in the game just incredibly rare at the moment.
 
Most of those who grind a lot already got the 40 polls and what is left for them is the smear campaigns and again, it's not necessary why it was done
I suspect you severely overestimate "most" on that particular grind, given that even Inara still has out of date recipes for the engineer behind that particular grind. As to "not being necessary", I'm not going to begrudge them implementing changes for the people who looked at this particular grind and wisely said "screw that", even if I wasn't one of the wise ones who did that.
 
Let me tell you what.... Forget about chances and actually make missions across systems that actually reward this enough not only for smear campaigns but also for any other mat/data needed for upgrades. Additionally decrease the amount needed for the upgrades its too much and makes most of the gameplay to be constant loops equal to each other in order to get this. This is no fun gameplay just same old grinding method used throughout ED.
Its time for FDEV to reinvent gameplay and take more seriously ton the requests from the community that i will not enumerate again here. In fact grinding is already a lot for the ships , if you just add more ships , srv's and still we need to grind in the game for upgrading them that will be always the same , to do what exactly with those new ships/vehicles? This is why IMHO Fdev should focus on crossplay and multiplayer instances bigger than just 4, on top of that later on for the immersion part , Ship interiors as wqelçl as be able to walk into ships could make all difference, and additional Biomes /Meteo conditions on plantets , EL worlds being able to be landable , etc... this would transform Elite in a way that would make the game supper modern and probably the best game in the world. So far nothing new to me other than well just walking outside adn to basically just kill and shoot NPC's for grinding more....

The problem is that even with how the vanishingly small the numbers you placed there would have already resulted in someone finding one in the last 3 weeks given the number of people looking and the intensity with which they were looking.

In a super simplistic calc, 0.01% means that for every 100 hits of the right type of dataport in the right settlement you would find 1. Anecdotally, there have been enough players that there have been in at least 100 hits on every conceivable dataport in almost every conceivable settlement combination by now.

It would be interesting if we got some stats from the devs on the number of people who have found even 1.
