Nobody behind the counter at Inter Astra anymore.

I had a bounty on my head and decided to turn myself in. I did this because every time I tried to book an APEX shuttle or open the system map the game would glitch out and I just assumed this had something to do with my "anonymous access" screwing with things. Every time I tried to open the system or galmap, or book a shuttle, the map would briefly load and then automatically close. Can't tell the difference between bugs and features in this game!

Anyways as part of my troubleshooting gameplay, I turned myself in and went to a detention center.

Since the game does not work right, it is never possible to fly my ship out of a detention center even though according to Frontier Employee Paul Crowther, your ship is supposed to be waiting for you at the detention center when you get there. FINE. 4 patches in and this still hasn't been fixed. OK whatever let's book an APEX to the nearest station and do the whole Inter Astra ship transport rigamarole to get back to playing the actual game eventually.

20 minutes later.

Arrive at next station and head over to Inter Astra. Nobody behind the counter.

let's hire an APEX taxi to another system, maybe better luck.

10 minutes later.

Hmmm nope Inter Astra doesn't seem to have anyone behind the counter here, either. WOW IT SURE IS COOL THAT YOU CAN PLAY THIS GAME WITHOUT A SHIP BECAUSE RIGHT NOW IT WONT LET ME PLAY IT WITH A SHIP.

I have done NOTHING in this game and have been """playing""" for over an hour. Well, it was a memorable experience at least. The taxi driver mentioned that we were entering Imperial Space when we entered Imperial Space!

Anyway yeah life imitates art and the Inter Astra representatives, like Frontier's own people, have abandoned their posts and are nowhere to be seen, unavailable, inaccessible, and unaccountable.

APEX yourself wherever your ship was last at. You can check from the galmap. This entirely avoids the inter astra process. You'll just take the main elevator back to your ship, and if it was a settlement your ship will be docked there or available for recall.

Did you try relogging? I encounter the issue of "Nobody interactable spawns in" inside of Stations (but not Outposts) every time I land in my own ship... and it's been happening since the Alpha. A relog spawns them in, for reasons I don't understand.

Trouble is, that's waaaaaay far away from the detention center, with a big expanse of uninhabited space along the way, to the point where it's not actually possible to get there with Apex, even with multiple fares and station hopping, because sooner or later you encounter a distance between inhabited systems which is greater than 50LY. Getting to the original location of my ship was the ORGINAL plan, unfortunately.

I did indeed try relogging 2-3 times, and did this at multiple locations. It did not restore the missing Inter Astra attendants. However eventually after enough Apex trips to different stations, I landed in a station with an active attendant. So I don't know if the jumping around eventually "fixed" the issue, or if there really are just stations which sometimes don't have IA attendants.
 
You are not alone in this - I was in Ceos, two guards apparently overlapped in wanting to scan me & as I stood still for the scan, they opened up, got killed, woke up in the damn Pleiades - It took five multi-star Apex Shuttle journeys to find a base with an InterAstra representative present despite relogging & even quitting & restarting my PC (you never know...). Incredibly frustrating. Ended up with several hundred thousand in fines due to missions elapsing during all of these shenanigans too.
 
I'm more concerned about the age of the staff they are employing at Pioneer Supplies.

Ah, most unfortunate. Usually relogging solves most of Odyssey's bugs... like those Power Center panels you need to use that are completely blank.

Does that port have a shipyard facility? If it doesn't - there will be no Inter Astra vendor.

Good question. I don’t know because I’m not at those stations anymore. They were all “big” rotating stations which I think always have shipyards, don’t they?

Anyway, if this empty counter isn’t a bug, and the reason for all of this is that the port(s) in question have no shipyard, that would be extra hilarious and very much in line with FDev’s clueless approach to design.

“No shipyard? No problem! We’ll just build an entire Inter Astra office, with lights and hologram tables and billboards and everything; we’ll even have NPCs walk in and out and browse the shelves with their hands on their chins and thoughtful looks on their faces, etc; and then we’ll just have nobody behind the counter! Problem solved!”

After all, in the two years we were working on this, we only had enough time to make three station layouts, so there’s No Possible Way to have a station layout which reflects anything about the services onboard. Every station MUST have an Inter Astra office, even if they don’t have an Inter Astra office.

No need for an alternate shuttered version of the office itself, or a powered down version, or even a little “closed” sign on the desk, or for any alternate graphics whatsoever! We’ll just quietly reuse all the same assets everywhere, all the time, no matter how unintentionally David Lynchian it makes our play experience? Is the game broken, or are yoooou going insane? Are you troubleshooting, or are you on a space adventure? That’s part of the experience!

It’s OK, Fdev! My imagination will do the heavy lifting for you! I’ve already got a headcanon excuse lined up for this:
Every station in the game is built by The Church of Scientology, which as we all know, has a doctrine of always building and maintaining an entire furnished but empty office for their long dead founder, L. Ron Hubbard; both as an homage to his honor and also just in case he suddenly comes back from the dead and wants to file some paperwork or smoke a cigar on a swivel chair or make a threatening call on a rotary phone. In Elite:Dangerous, that office is Inter Astra.

Wheew! Problem solved! And such an elegant solution, too. MUCH better than having more station variety or even the tracest amounts of additional work time adding alternate graphics. Each picosecond spent making a “closed” sign is another 1000 years without VR support; every new pixel inside our three prefab identikit stations is another canceled landable planet type! This is the way. Good Job FDEV! My Thetan levels are elevated!
