Right now, there is a bug: notoriety on foot applies even for a single kill (matching ship notoriety).

That being said, even if the above is addressed, and notoriety on-foot remains based on 'X kill leads to notoriety', we still have a problem.
If that casualty happens to be sufficient (because it's your 10th mission or whatever) to trigger the threshold,
you now have to stay in-game for (at least) two hours and hope that it won't be over the mission timer.
For most this is not real-life possible, so the mission is failed.
I do foot missions for BGS.
I don't want to risk notoriety locking myself out of BGS activities because of it.
So I can't do many types of mission now because I cannot restrict my choice to anarchist faction targets.
I also do foot missions in various systems for specific on-foot material rewards.
It's hard enough to find missions with the right materials but now I would need to restrict it to targeting anarchist factions OR risk locking myself out of many other game loops.
Since launch, we have not had notoriety for on-foot activity. Some might call it 'immersion breaking' but given the on-foot game mechanics (and critically lack of non-lethal options),
it allowed one to play however they preferred. Paying bounties and fines, risking OmniPol reinforcement, etc...
IF notoriety on-foot needs to be implemented, at least missions NEED to give you carte-blanche at the target settlement.
(And in the name of transparency - explain if it is per faction/per settlement, whether kill counts decays, where/how kill count status can be checked/monitored)
IF murdering sprees impact BGS, that can be tweaked in impact without forcing notoriety on the player.

Sidenote - Time-locking you out of game features while forcing you to remain in game for the timer to run down is an awful feature,
but this is NOT what this thread is about. I'm not trying to redesign C&P, I’m just trying to play without accidentally locking myself out of the game.

- The game does not give you non-lethal alternatives.
