Patch 7 stutters and 0 FPS

I agree, I was pegged at 99% GPU on the surface. It relaxed a bit when I went in to buildings, running around 60-70 fps in the station.. On the transition to the surface after coming out of glide the fps takes a poop, then evens out. There are good days and bad days, in my experience. Today seems to be ok..
One would want all that patching and updating to do more than make conditions adequate, though. Fingers crossed FD eventually will solve the optimisation issues and not just plaster patchwork solutions on them.

I'm having the same issues. Upon landing at a settlement I get the black screen/footsteps loop for what seems about 4 times as long as normal or so and then on loading I get massive FPS drop spikes of 1-8 FPS for several seconds with the GPU utilization showing at 0% or very small. It's terrible feeling in general. The game is constantly fps variable even in good areas the game does not feel smooth.

I'm on I7-6700k
GTX 970
16 gigs ram
SSD

There is definitely some huge stuttering upon arrival at settlements and CZ for me for a few seconds. It tends to go away soon enough in my case but definitely something weird is going on at the start of those instances.
Exactly what I've been getting. The average performance is a lot more consistent, but when landing near and approaching a settlement I get huge frame drops sometimes down to single digits for a few seconds, then it's back to being smooth. Wonder what broke.
 
Could it be that update seven is a variation on the old IT "Turbo button" trick? Decades ago computers had a "turbo" button that lowered the clock speed of the computer for backwards compatibilty reasons . Way back in this day, when a user would complain that their PC was too slow, IT might show up and turn off turbo mode, wait a week, come back and turn it back on. The usual result was very happy people exclaiming that IT had ultimately fixed the problem. The idea is that after update seven, update eight might get some rave reviews simply by delivering that same performance as update 6. Obviously not true but keep in mind this post was meant to be funny and a poor attempt at an IT history narrative and is not at all accusing FDev of tanking performance in update seven in order to lower expectations for update eight.
 
Huh. I have to admit, I’d been having few issues (obviously not the performance I’d want/expect) but feels like after today’s minor server update to address the fleet carrier exploit, performance has fallen off a cliff. Now am also getting the sporadic sub-5 FPS, and having it consistently drop under 30. That’s with an AMD 5900X and an RTX 3080.
 
I updated my graphics card drivers yesterday and that forced a rebuild of the terrain shaders on startup and in general the game seemed to run much better. Still stuttery in a few places but miles better.
I will see what directories get flushed/updated by this rebuild and see if manually deleting the directory contents (without having to update your graphics drivers) causes any benefit/forced rebuild.
 
My experience is also that its worse.(AMD 6800xt 4k). Sometimes seeing long pauses of a second when approaching the surface. Not settlements either, as Im way out in the black. Seeing the terrain flash occasionally too which didn't happen in update 6. Even noticed it on down to earth astronomies last video for a brief second. Theres also some weird issues with some of the terrain now on approach from orbit. Im seeing grid type patterns on certain bodies which I've never seen before. They clear up as you get closer. There's other weird stuff going on like the below:

Exactly what I see. I think they are testing some things out in Update 7 to get some tickets. BTW are you actually playing at 4K on what settings and frames
 
God, I'm glad it' not just me. I will admit my PC is not top spec but up to 7.01 I had been running perfectly well on Mid. (i7-4770/GTX 1650/16Gb/SSD). Since Update 7 I am getting exactly the same issues as mentioned in this thread. Long pauses on entering a settlement, background noise on a loop for 5 - 10 seconds three or four times before it settles down. And when it does settle down, the FPS performance is really poor, perhaps 10 - 20 FPS. It's a real backward step.

That fixed my issues too - deleted everything in the Graphics directory, and installed the latest driver.
 
Could you expand on this please - where is the Graphics directory which you mentioned? Thanks!
For me, it's C:\users\[myusername]\AppData\Local\Frontier Developments\Elite Dangerous\Options\Graphics

Take a copy first - you will lose all your current graphics settings, so will need to reapply them.
