This feels like the start of a plotline rather than the end of one.

As Delaine pointed out at the conference, people are very attached to their ideas that states are the ones with legitimate monopolies on force.
Grom - via a certain amount of Imperial patronage, as a way of them quietly antagonising the Federation - has been able to establish that legitimacy. Mahon and Sirius may do the same for Delaine, eventually.
This "day of pigs" invasion is hardly going to go well for Hudson, though.
