Completely disagree
First issue is that it's definitely not a tutorial mission, that's the campaign. Every mission in chaos theory is supposed to be its own self contained challenge, emphasis on the word "challenge". It's not supposed to be easy. Hell, I'd even go as far as to say it should be the most difficult of the CT missions considering the movie it's based on and its premise. They areguably had more resources than you do at the start of the mission and still f-ed up everything.
Second issue. I found it challenging, but far from impossible. The difficulty is hard enough to not be a cakewalk, but easy enough that you just need to have the ability to adapt to succeed. Yeah I had to restart it once, but the second time I went in, I went in swinging with a game plan based on the problems I encountered the first time around and ended up with a 5 star, beautifully layed out park in the end, despite cash being tight through the whole playthrough and nearly tripping up at at least 3 different occasions.
If this really is your third time, the problem is not with the difficulty, but your refusal to adjust and change what's causing you to have problems, its not sandbox. Read up on the mechanics, don't neglect amenities, plan it out, budget, and figure out what you need to do to keep the potentially showstopping problems from ending your playthrough.
You can do it
