I'm not sure it is "set" at anything. It struggles to get what it can get. Or if it is set, it doesnt actually achieve the target.

It is just another buzzword based on a modicum of reality but primarily aimed at artificially keeping hopes up and bamboozle backers. While I agree with the OP, I highly doubt CIG has devoted the time and/or energy to figuring any of this stuff out.
Frankly, there's zero incentive for them to do so, since it's far easier to sell 'exploration' ships when relying on the imagination and theory-crafting of consumers.
The truth is, in the absence of detailed gameplay descriptions, CIG backers actually help sell these ships. Why would CIG want to diminish that?
In retrospect, I think most would agree that CIG is much better at selling digital ships and 'space exploration dreams' than actually producing real video games, either single-player or MMOs. So, is it any wonder why they refuse to detail their 'gameplay plans?'
Frankly, TZ's descriptions are an inch deep and a mile wide, so I wouldn't say they explain 'exploration gameplay.'

He did, but these were almost never interdictions, these were random encounters at planetary stations and since I was usually flying a hauler-conda (doing PP in open or going to engineers) i just jumped out without paying too much attention to him (just saw the impacts on shields before engaging, dropped a few mines as a gift in return).
