Of course they will... My PS4 looks great in 4K...
My PC plays it in 4K alrighty... Granted the GPU cost more than 2 PS5s, but what does that matter?
the idea that braben is going to use PC optimizations to determine when to move on to console either hints at the fact that they know the issue lies in architectural problems with the engine and not hardware related optimizations or just ignores the very real possibility that whatever optimizations fdev comes up with on the PC port, may not apply to consoles anyway.
in the venn diagram of things, current and "next gen" consoles exist inside PC mostly. not the other way around. So it would make sense to really focus optimization on consoles and then build PC on top of that for added quality and aesthethic features.
not the other way around. Though i suspect to do so in console land with the current way things are running, they'd have to release it as a beta for free so players dont flip out all cyberpunk style until it was ready for release.
they can get away with their tom foolery in pc much easier.

Funny that the Development Consoles are just powerful PCs designed to strip out and optimise for consoles from a PC version, so developing on PC makes perfect sense to most of us, not the other way around.
except if you're debugging an issue ...removing variables is your first step and that means if you have a choice between basing your work on pc or on consoles, consoles are a far more controlled system for you to work with. There are no unknowns. If something is getting a low framerate, you're not left wondering is it a driver issue, or is it some difference in windows versions or some difference in hardware.
and consoles aren't really powerful pc's these days. They're low spec compared to modern average hardware. (the unavailable next gen-notwithstanding). So optimizing to the slowest hardware is also a better practice. Because if it works good on that stuff, it'll work even better on better stuff. And if you have regressions there, it's glaringly obvious.
edit: if it was just a matter of optimizing, i'd expect them to have had much better traction with getting that done working on their console development units and then backporting those fixes to pc. But i suspect the issue is much more likely architectural and so it's less about optimizing, and more about another code-refactorization needed to resolve the issue... and so pc can kinda suffer thru the existing code that doesn't perform all that well while they get things done because there's nobody that's going to slap them around for releasing something broken like there is on consoles and there's always plenty of overkill pc's that can brute force thru to muddy the scope of the issue. Or they can just say they're ok with pc's performance and abandon everything that doesn't meet it (console, vr) - (they dont need to remove vr, just leave it as-is like powerplay).

No matter which way round they try it's not gonna run in 4K on a console unless they use a different engine and start from scratch.
I also did that, it was at the Mirage iirc. The ride didn't break down and was fun as far as it went but as you say, the sheer overwhelming geekery was a bit much. I will say though, nobody does stuff like that as well as the Americans, slick production standards doesn't even come close to describing it.
