It could and has been argued that Odyssey made changes to the core of the game by adding fps gamplay, the same could be said about Horizons which adding the SRV.maybe just say that next time...
But to counter... although ther have been changes, edits, additions and omissions over the years, the core of the game - the gameplay - has not changed at all... fly/drive and now walk/run, around shooting and getting shot whilst [scan object] and/or [collect object] ...
The proposed change depending on how you read it/how people expect it to be implemented, could vastly change the core gameplay by making a significant number of targets, un-targetable.
The argument agaisnt another possible implemenationon, [OpenPvE], is that it requires investment of resources tha could be better used elsewhere, whilst objectively failing to provide those who want to use it, little to no difference from how they currently experience the game.
To bring this back to your point, just because some things have changed, doesn't mean everything should change.

Yeah they would not have got likely any answers, not our customer and so on. I did get, simple way to get answer is to ask pretty technical questions from customer service rep, that elevates your discussion fast. On the end I was talking to regional network admin himself. Guy who had real time view, and for example once did reset of nearest cell tower in one occasion, when he found that was causing one issue. As issues continued he told me the truth. "We oversold our capacity in your suburb, and no there is no infrastructure update on near future. I recommend trying one of our competitors." I think what you, rightfully, fear is that if an PvE mode or a PvP flag would be implemented you PvPers would end up playing with yourself and there'd be no more easy targets for you to harass. That, I think, is the real reason you object to any proposal that would put PvEers beyond your reach.Hesitate all you like. For me and the rest of the PvP'ers, it's what we're here for.
That multiplayer experince is already available in PGs.
Removing the membership caps on the PG mode and calling it OpenPvE isn't going to change anything for anyone that uses it. Explorers and traders are still gonna be exploring and trading while sealclubbing 'combat' players will still be sealclubbing NPCs... the same people, experiencing the same game in the same way as they are now, just with a potentially substantial investment to make it happen, meaning other things wont be worked on.
This proposal, however it's imagined, is a bust from top to bottom.
