People that want interactions will converge to hotspots.
That's what gankers do.
But there is no spot for PVE convergence, because there is no Open PVE setup
Lets take a GC.
It may have 10k players participation.
Out of which maybe 50-100 might be in open, rest being split in solo/pg - because they're interested in the pve aspect and not the pvp aspect
However, with a pve setup, there is a solid chance the majority would be in open-pve instead of their own tiny PG and that will make that CG way more interesting
And trucking can be really fun in large groups.
Hutton truckers had organized some really nice events in the past in their own PG - but ofc the scale was limited as in it was based on invite only.
It could have been different if organized in an Open-PVE setup
DG2 would have not happened in an Open-PVE setup
Sure it was fun for the gankers. Not so fun for their more than 2000 victims (out of 12k participants in DW2) that had troubles with the PG or were simply lured in open or simply chosen open because it was the first option and it requires a single click to start the game compared with starting in a PG that requires quite an amount of extra clicks
