Suitable for Elite...considering that ganker "career" does not have any in-game rewards perhaps it is ganker career that is not suitable for Elite?Who said that the path is easy? And about the risk... Risk has already been in the game by design. If you want to eliminate risk from the game... You can do it by own just play the game and level up skills. The more you play the more game situations you get the more your skill will level up. Of course we have different playstyles but not every playstyle are suitable for the Elite but ppl didn't think that problem are with them they start complaining about the game. If you cannot play versus ppl why do you think you are good for co-op playing?

So if you don't find it suitable for your own gameplay it's not mean that it's not suitable for game where every ship can be deadly. Also you can avoid attacks and this maneuvers must know every cmdr. Indeed - if one chooses to fly in Open - which is not required to engage in any game feature.There's no requirement, but if you choose to fly in open then it can't hurt learning what you need to do to escape?
"level up" in real gameplay means buying something suitable, running engineering grind, and then learning standard set of lets get out of here fast manouvers. With rugged enough ship that can be as simple as hitting esc -> log out to main menu. Real "level up". On other people not wanting to fly ship where anti-gank modules eat up usable space, or people just new in the game, "level up" experience is boom, buy your ship again. Rinse and repeat. It's certainly obvious that the PVP fans have difficulty in considering the game in any terms other than combat. Which seems to be the issue for some players - as some players seem to expect that every player will feel the need to "git gud" and play with them in Open whereas there's no need for any player to even tolerate PvP to play this game, given the options available to each player in the launcher.

We could sit there and take turns blowing each other up in the free sidewinders and slowly level ourselves up that way. Or a freind that is already elite could get you up to dangerous or deadly quite quickly. It's also why trading with a carrier no longer earns you trade rank. Unintended ways of gaming the system like those make nearly useless metrics like "Elite" mean even less. You wouldn't need to spend "a month" doing it."Over time" is the keyword. If I want to play PvE I certainly dont want to spend a month setting up a blocklist until I can count on a somewhat suitable environment. Not that I'd do it anyway, because if I play a game I can't be bothered with some meta admin upkeep - I like to play my games out the box.

The only way to avoid combat in elite is to not do anything at all really.
An Open PvE mode would provide exactly the same gameplay. So the game could lose PvP altogether and remain the same for many players.
To add to that, you can just go to Inara, and just start blocking everyone listed in gank squadrons like "the code", or "Go And Kill", as well as anyone in coalition with them, and anyone in coalition with them, and so on. You can get rid of the people likely to interfere pretty easily. A new ganker seems to be born every minute, so Open would never really be safe, even if you had a list of every ganker that has ever played the game right now. I wonder if there is a limit to the number of people you can block?You wouldn't need to spend "a month" doing it.
Just hop into Solo, fly to the hotspot areas and check chat (as chat is all modes, so Solo players can chat with PG/Open players). From there you'll get the just of who to block.
A week tops to drastically change how open plays.
From there, just be careful who you team up with as you play.

If the "bad guys" didn't slaughter the odd arbitrary hapless victim, what would impel these white knight squads to form?
A bit of Canon fodder is good for the game, and if you're in Open then you are part of the story and fair game.
