Bartenders serving ten types of drinks are a goal to nobody apart from Chris Roberts and hypothetical game studio working on the Bartender Simulator 2025. RDR2 is sometimes so self-indulgent it is painful, especially when it gets in the way of gameplay. Having some reactions to player actions is fine. Being able to follow a train or an NPC having a simple daily routine is fine - it spices the game world up, makes you feel like a single element of it. It's rocket science when you do it dynamically. It's so damn basic that FDEV serve you a popup screen instead of animating their bartenders. The KISS factor for FDEV was effectively to remove completely the basic functionnality to animate them (although any dev can do it like you said). That's why you have also plethora of games, a lot of them AAA, with zero PNJ animation when they have to interact with a player.My point is, Rockstar or CIG or anyone else, its not rocket science, its damn basic stuff that any developer could do, yet the fans, such as yourself make it out to be something special.
And the bartender of CIG is interesting because the engine that manage him can trigger a couple of voice lines too with a bunch a facial animations too, go in front of you, interact with several objects placed in his surrounding and give you or show you one of them. All of these actions are technical functionnalities of the engine managing the NPC.Of course, the bartender in RDR2 is not interesting because of the fidelicious animations or dozens of brands of whisky. He is interesting because of his backstory, and that needs a trigger and a couple of voice lines mixed with standard facial animations.

But honestly this alpha version of a bartender is just far better than what CP2077, Elite dangerous, Genshin Impact and a lot of other released games offer... I played a lot of games and for now, this bartender is in the top 5.

With an engine like this, you can create easily a junky that will sell you some drugs in a back alley, a little girl showing you it's teddy bear or an old guy moving boxes while talking to you. Because that's the sort of engine you need if you want to create interesting and living NPC with cool backstories.
