Selectable comms would have been more useful than hand signals

How about one of those holographic billboards you see at the coriolis stations? How about a C1 optional internal or utility mount that let's a players ship project a custom hologram message.
 
Could you implement a system to hang semaphore flags out the window? People could use the moochy slf pilots to wave them, and give them a job, and it would mean they were visible in the cockpit - killing two birds with one stone.

An alternative would be like those planes that carry message banners out the back, but the commando could get the message out with a clever puff of exhaust.

I was actually talking about robbing NPCs and CMDRs, but sure it would work the other way too. You just target the ship and send one of a list of comms. It gets translated to the system language. I don't think voice comms works as an alternative.

I think something similar to the CMDR emotes would work well - in chat and translated into your ships language so they say "Avast!" Or similar.

How dare you! That's one of the most sophisticated combat systems in a game!

On another note I think there are more pressing issues in ED than a few default ship to ship messages, where the energy is better spent.

OTOH it's something that should be relatively simple with a potentially substantial impact on play interaction.

Simple implementation, yes. Real impact, only with a lot of thought on the concept. You can very quickly end up in a scenario, where most commanders fail the Turing test. An o7 spam fest.
