Yes, the alliance have an entity to take immediate action where the alliance defense is in stake. It is called Alliance Defense Force ruled by Council of Admirals. Unfortunately the pact with Sirius is not a defense concern and this is the reason some parties consider it illegal. This is also why Reorte protested and then ejected Sirius.

Though I'm pretty sure that Mahon would disagree and argue that it is a defense concern and therefore legal, considering this is a defense pact to defend against the Thargoids.
 
See, the Alliance is build around the principles of freedom. If Mahon asserts authority over Reorte his political career will most likely end in few days.

The obvious question that leads to is "why aren't the Sirius megaships out in Coalsack, California and Witch Head where the Thargoids are, then?"
They're here to reinforce the Alliance fleet against the Thargoids and bolster the defenses of Alliance space in case the Thargoids invade. The other factions can deal with the Nebulas.

Since the Alliance is almost exclusively in Coalsack and has all but squeezed everyone else out of Witch Head those areas are now also "Alliance Space", and in more immediate danger of attack.

This whole deal with Sirius stinks.

I didn't say it's a good deal, just that it is a defense deal that Mahon would likely argue legally falls under his authority.

Be that as it may, it's not unreasonable to ask why this "support" isn't being deployed in, you know, areas that have been repeatedly attacked...

As for Mahon, I think we will soon find out. Either the majority of the rest of the Alliance will think he has overstepped his authority or they won't, simple as, and that will decide what happens next.

Prime Minister is head of Alliance Assembly. Councill of Admirals are the one that take decisions and actions about military stuff. Assembly takes decisions of policies, agreements, etc.. The Assembly also appoint those 6 admirals. Prime minister is considered a head/chairman of the Assembly without any legal authority, the role is to help the Assembly reaching consensus.

As mentioned by others, I think this is what's open to interpretation.
Yes, as Kaine points out this was deliberately done to block any civil action to reverse that decision. Mahon is walking on a very thin ice recently. I am not so sure how long the Alliance will hold his authoritarian approach. He done it few times with the expansions in the nebulas that provoked Thargoids and now placing Sirius in alliance systems covered under defense reasons. I bet those meta-alloys are too valuable for Sirius/Mahon cooperation.

Reorte is one of the Old Worlds and home of Falcon DeLacy.

The Federation make a hard strike on Evangelis recently, and took over the system and almost all the starports and settlements. If this will continue then there will be interesting changes in WHS soon.
