Refunding is rarely straightforward:
CIG claimed at the time that delivery would occur by November 2014, and that refunds would occur by default if there was no delivery by November 2015.
Many backers doubtless trusted these assertions. (Only obsessed activists noted the changes to the Terms of Service which began around that time, with the arbitration clause inserted in August 2013, just before those key polls.)
Average punters who tried to take CIG at their word by 2015 would be told that they were "outside of the statutory 14 day period", that their funds had been used, and that "a substantial part of the promised game" had been made available.
And so no. No refund would be offered, as per the initial ToS. They would have to fight for it...

Don't have a problem with the idea that SQ42 could have been stuck in an unfun greybox state in 2018, while Chris focused on lavish extravagances. Always possible. (And not exactly the first gossip in that direction ¯\(ツ)/¯ ).
The guy's 'Judge_Fud' account has seemingly been banned until 2030, and has no posts associated with it. So who knows there. Certainly annoyed somebody with his FUD rulings.
There's no obvious dev presence online for a Richard Biggs working in those kind of fields though. (Not that everyone uses LinkedIn etc, but you'd expect to find some kind of reference somewhere).

Caught up with the thread, ironically, reflecting more and more about the state of Elite than SC.
From the refugee camp things have been busy trying to make the most of ingame events to get rich and increase the fleet. Xenothreat was confusing at first albeit profitable. Can proudly say I'm the owner of the so much revered Cutlass Black along with the mining ship Prospector after some intense coop war effort. CitizenGoals ye!
Next, maybe try a go at something bigger, luxurious and suitable for cargo trading or even venture into PVP oriented ships but I dunno if IRL allows for the needed dedication.
As for the content creators refugees Kate seems to pumping out videos faster than one can say ship interiors:
