QoL UI : Odyssey “Download is illegal”

Currently in Odyssey we have a warning that states.
“Downloading is an illegal action”
And it triggers if you download something you shouldn’t.

and when this warning message pops up, it pushes the list of downloadable items “down” into a scrolling panel.
That and the change of the UI colour confuses “the player” (okay, me, I’m old and knackered)
During high stress scenarios.

This “warning” could be baked into the “download” button itself and no force the sloppy addition of an new entity into the scrolling panel altering their positions.

It is made clear that downloading “larmed” items sets of the alarm.
However I “feel” there has been instances when I was attacked by a near-by NPC “some of the time” for downloading none alarmed items (theft(?)) and sometimes they don’t care, is that based upon High/medium/low level System security?

I think the OP is referring to how annoying the pop up message that shifts the whole list down is.
It is very annoying indeed.
I do stealth missions almost exclusively, so I always disable the alarms, and sometimes the window of availability I have to download something is very small (due to patrolling paths), and the pop up tends to mess up the data port interface a bit.

It's not game breaking, at any rate, but it's annoying, a bit like the 1sec pickup delay was when it was introduced to prevent unintended theft.
