Weapons and level 3 suits will be available at all costume stores on Thursday. If you don't make it (as I understand it), other commanders buy it (sometimes just to throw it away).

So if I have such a service on the FC and restricted access to the FC, then there will appear THIS and will lie there so long ...

No.
If you buy the service on your FC (Pioneer Supplies) you get all the level 1 suits and weapons, all the consumables and the ability to mod your suits/weapons (if you already have the materials)

You DO NOT get any pre-upgraded / pre-modded stuff - that is No grade 2/3 suits or weapons in your Carrier shop
