No, ground combat is one part of EDO, it is not the aim nor the main point of the DLC, what EDO implemented is the legs concept of which combat zone is just on aspect. Leags are a foundation for pretty much anything you can tink of in the future. I don't say they will deliver, I say that EDO is a fondamental change, and you can't discard it like that, it is a shortcut that is simply wrong.Odyssey is a DLC that implements ground combat into the game.
That's done so far, except for bug fixes and optimizations.
I suspect that with the poor sales figures, not much will be invested.
But there could be new content for the main game.
I don't want to just guess, I want to get information about it.

Instead of shooting in the dark, I would advise you and others to read what Frontier actually SAYS as it is available in their Annual Report online. You might be surprised to see that their strategy is actually quite clear and that you don't need to guess...
