Should I destroy this kind of ship?

If I see a CMDR ship flying around freeport equiped with Cargo scanner and Hatch Breaker, should I assume he is pirate and turn him to dust? I am not sure so I let him go.
 
I wouldn't do it. I sometimes lurk around Nav Beacons, waiting for wanted haulers and steal their cargo. This is somekind of legal pirating i guess. But if he is only at freeport waiting for people to arrive then he is most probably a pirate.

Is it lucrative? Maybe convo and team up? Stalk and let him rack up bounties then strike? Enlist a Commander to bait him into racking up fines then gank?

Many things to do.
 
It's entirely up to you to make that decision. That's the beauty of the game, blaze your own trail.

Yeah, I made up my mind. I will kill everyone who I think they are pirate then. Especially people who target sidewinder and hauler. They don't have bounty in Anarchy system but I will do it anyway.

No, leave the poor guy alone! (I think that could have been me. :p) But I pray on NPCs usually the bigger ships.

I think we actually need more testing on that end because I've been running with a hatch breaker & cargo scanner and it is VERY unreliable.

Hatch breaking is difficult enough, sometimes it fails sometimes it succeeds. There is no indication why it succeeds or fails. I think it might have to do with being close to the target while it's siphoning.

When it succeeds sometimes it doesn't drop cargo, and when it does it only drops 1-3 canisters. (which I'm ok with) Would just like some kind of documentation/indication of how it works.

Lastly blowing up the hatch is suppose to make them drop cargo, but recently dropping the subsystem down to 0% has yielded nothing. And siphoning after dropping the hatch to 0% also yields nothing.
 
That's good info to know Valcrow, independent targeting still not working properly. I'm not a pirate and only run a kill scanner, but sometimes you don't actually know if the subsystem you are activating for the first time is operating properly at that time. The unofficial rules are that unless shot at, you mind your own, or go be a hero and try pirate hunting at an Independent system where there are no rules and life is short but gains can be huge.
 
Hold up.... you mean any kills a goodin in anarchy systems? I can kill anyone and get away with it? no criminal record or fines?

Yup - if you kill, or shoot at, any ship (other than the security vessels) in an anarchy system then you will not accrue a bounty. As technically there is no law so you didn't do anything wrong! :D

Tough one. I'd assume anyone with a hatch breaker was a pirate, however you also have the probability of them being actual pirates instead of just pure killers I guess, so maybe that's not so bad! Also hatch breaking should be a bit more rewarding than it is.
