The most frustrating part for me is that most of the engineering effects are just boring.
I compare to the experimental effects you can get for your ship weaponry, and they do all sorts of cool things; adding heat when you hit their Shields, or scrambling their targeting, or knocking them around. Then I look at the on foot experimental effects and it's just, like... more ammo. Or more headshot damage. Before, these would be things you would engineer for on the most basic level, not so called experimentals.
Where's the cool stuff? I want my plasma shots to explode, or to turn my kinetic pistol into a shotgun pistol, or to change my laser rifle from discrete shots into a continuous beam. That sort of thing. Not just statistical improvements while the gun continues to behave in exactly the same way.
Borderlands clearly goes too far for a game as serious and realistic as this one, but I think a lot can be drawn from the way they make their weapons interesting. Legendary Weapons don't just have better stats, almost every single one has something that makes them unique and different, requiring the player to learn how to use them to their best effect.
I've gotten all my engineers, and upgraded all my suits and weapons that I use to G5 with full experimentals, but I would be perfectly happy having to unlock all of them all over again, if it meant being able to add actually interesting effects to my weapons and suits.
