I think players on a different platform show up as CMDR Unknown, as CMDR names are only unique to the platform they were created on.

I do not believe this is the case. I can see my PS4 CMDR's name on PC, and vice-versa.

This has to do with the odyssey/horizons split and bounties getting transferred from the ship to the commander and/or being paid off differently.

I never bothered to accurately figure out how it happens.

Easy way to test is to log into Odyssey and then Horizons and see if the "Unknown" names swap positions.

Just logged into Horizons, yes, this was the answer. Local bounties had all 5 listings. Interstellar bounties only had 3 listings, the last two were simply blanks.

Have you seen Chinese characters? Japanese? Arabic script? and so on.

The game does not support those scripts. It does suport Cyrillic script, but as it relies on system fonts to render them, they will only show if the player has Cyrillic fonts installed, say through an appropriate language pack.
