Why not simply disable showing (visually and on scanner) on-foot commanders/npcs on non atmospheric planets when using Horizon 4.0 so each PEGI ratings are respected ?

Suggestion for any potential PEGI rating issues: Let Horizons 3.8 keep the current Horizons PEGI rating. However Horizons 4.0 upgrade comes with a new higher PEGI rating equal to the Odyssey PEGI rating.
No one from Frontier has confirmed if Horizons 4.0 and Odyssey 4.0 players being unable to instance together is related to PEGI.
As the message from Bruce has shown, what Frontier said in the past on this topic, doesn't apply today. So essentially, we have no idea what the situation is and isn't. Maybe it's to do with PEGI, and maybe it isn't.

If EDH 4.0 cannot instance with either EDH 3.8 or EDO 4.0 at all, then bringing 4.0 to EDH is just a waste of time and human resources, when Odyssey is still terribly unoptimised. All you get is just an SRV that is entirely useless, probably the same framerate issues as Odyssey, and just a pretty coat of paint on the game. Also as a Fuel Rat, this will make things a lot more complicated...
