I think you have mixed up order just a little bit and also forgot about Striped hyena.

I found it really interesting how my beloved Somali wild donkey is popular there so maybe it will find it’s way to the game one day just like water buffalo did.
Hmm, no I just looked it up again and my list is what it Shows me clicking on the popular all time button. But in the end it is nearly the same. The striped hyena is place 22, the harbor Seal place 25. Just the Mute Swan comes much later for me. But I do not know why we have some different results 😀

Three persons, three different lists 😀. But still the most animals are more or less the same. I am very happy that my all time favourite animal, the Kirks Dik Dik is so high in the Download list as it in a lower middle position in the meta wishlist. If Frontier perhaps does also have a look to the downloads it perhaps has also ist Chance.

But now last time posting about this here for me as it is kid of off-topic 😀

Edit: Doran has perhaps posted the best list because I did not make me the work for unique Downloads.

I just post the actual top 20 downloaded mods. Important is that some species have no mods (old world Porcupine) or a long ago outdated mod (Red River Hog). Around 40 African species can also be downloaded together as a safari pack since around a year (African Leopard, Dik Dik) and download for the pack does not count for the single mod. The third thing is that some mods are oder than others and perhaps are downloaded more frequent than others. The list does contain petting Zoo animals like domesticated cows.
Another important thing to note about mods is the consistency in quality changes depending on various factors, more so than official content, therefore popularity of downloads are heavily affected by this fact. Which is why we should take the whole thing with a pinch of salt.
 
Also, the NA river otter mod was one of the first new species mods out there (meaning not a replacement mods), so naturally it would place high in unique downloads. Actually if you look at the most downloaded mods list, most of them are older mods that were out for a very long time, so they had time to accumulate high number of downloads. People were donwloading them the most because there were only a few high quality new species mods back then, so I would say that list does not say much about the overall popularity of species in this context.

Going to try pushing a slightly more elaborate roster than some other others, sticking to species that are more specifically temperate forest species, rather than being generalists who happen to be there like the red fox?

Woodlands pack? Uh, yes?!
Here we go, Quell's Can't-Complain-Captain-Quell woodlands pack:

  1. Wild boar - despite them being a terrible pest here in the US (especially the South) and also in Australia (where they have the cool name: razorback), I think these are a fantastic addition and can even teach users about the dangers of importing animals and releasing them
  2. Tasmanian devil - endangered. Oceania. Marsupial. Adorably ugly. Check, check, check, and mega check
  3. Red deer - I'd prefer the white-tailed because I see them often, but honestly the red deer is far more likely
  4. Raccoon - our first member of this family. I've also been called a raccoon quite often by my friends
  5. Spectacled bear - my favorite is the American black bear, but these would satisfy for me, give us a bear to represent all the continents, and I mean LOOK AT THEM
  6. Gray fox - my last chance to get one. Ugh, dang, I want my favorite extant animal in the game. C'mon, Frontier. So unique; a canid that climbs trees. And the beautiful silver color with copper underside
  7. Kiwi - such a wonderful addition, and would be a great representative for New Zealand
  8. Copperhead (E) - I've been thinking what would work. I choose you. The copperhead has a wonderful coloration and is a relative to the rattlesnake. I've had many run-ins with these guys (we had a nest under our trailer once and we almost stepped on the babies, and those can be more dangerous than the adults, believe it or not)
 
Actually, I might move all of the New Zealand stuff to an Oceania pack and just make a deciduous forest pack that is split between Eurasia and eastern North America. If it was released at least a year from now, I don't think people would have an issue with more from those two continents. I think these look fantastic together.
  1. Eastern Wild Turkey: They would be different from the other birds. The cool Asian pheasants are in subtropical evergreen so they would not qualify. Turkeys make cool sounds. Also, they could double in domestic habitats for people who want that. The wild ones are about twice the weight of peafowl. North America. Wishlist: 103
  2. Striped Skunk: Cute and distinctive nocturnal creature Wishlist: 79
  3. American Black Bear: Even though we don't usually see the cinnamon and spirit coats in the eastern deciduous forests, they would be fun to breed. I like them as an early-game bear. Wishlist: 53
  4. Red Deer: Most requested deer. Pere David's could be an alternative, but there are already props in the game for Red. Mostly Europe, but also Asia and Africa. Wishlist: 28
  5. Racoon: Cute little pest. Wishlist: 31
  6. Red Fox: Most important missing fox. Would cover Europe and Asia. Wishlist: 21

While a really nice pack, i personally really like the addition of the tasmanian and new zealand animals just for diversity sake.
But more focused packs like this one also have their pros, for example as you mentioned being able to outsource the oceanian animals to make room for some less likly candidates thar would be hard to fit into other packs.

I have read a lot of comments here and nobody is talking about the wood grouse. I think it is a relatively large bird to be in the game and we also need more feathered animals.

I like the idea of the turkey, it's pretty unique, and we could definitely use more birds of that size. I guess that the Common Pheasant could be a good alternative, but I think the Turkey is the better choice. However, I personally would've liked something different from the skunk, since I don't really think of skunks as zoo animals - although that's just my opinion. Other than that, this is a very solid animal pack that I would definitely buy! I think this would be a great Autumn DLC, especially if they included some new trees with autumn foliage in the free update.

I also like the idea of putting Oceania animals in their own separate pack, that would be a good way to do it imo.
 
Let's see

Racoon - common in European zoos, many color morphs, adorable and arboreal North American
Black Bear - I feel like a bear is needed for this pack theme. NA black bears are forest animals through and through, semi arboreal, and, again, lots of fun color morphs. Plus, I just like them.
ANY Ground Bird - Wild turkey would be my preference, but things are getting heavily biased to NA so I'll open this slot to any woodland ground bird or pheasants
Mandarin Duck - It nests in temperate lakeside forests, plus we need ducks.
Red Fox - Mr. Worldwide. More fun color morphs, versatile, and very in-demand. No other foxes will scratch this itch.
Eurasian Wild Boar - I'm not hugely fussed about this particular piggy (I would rather Red River Hogs and/or peccaries) but I have to admit they would be extremely versatile and I can't think of a zoo I've been to without them.
Pudu - I know that the red deer is a very wanted animal, and I know why, but this pack needs more continental diversity, so let's add a cite little mini deer from South America.

Animals I didn't add which might have seemed like obvious picks -
Spectacled Bear - it seemed more suited to an alpine pack
Kiwi and Tasmanian Devil - seemed more suited to an islands pack
Red Deer - Needed more diversity and I hope that we get this as a free gift at some point.
Porcupine - The most popular species on the wishlist is the crested and their more of dryland/scrub pack pick

I like your pack but I am the opinion that at least one "great star animal" is missing which could either be the Kiwi or the Red Deer in my opinion. If I would choose the Kiwi I would let away the duck and if I would choose the Red Deer I would let away the Pudu as we would have two deer species in one pack (even when I got your diversity aspect).
As "any ground bird" I would choose the capercaillie but this is perhaps the case because I am European and this is one of the most charistmatic birds in Europe in my opinion. A turkey would surely work, too.

Your other "obvious picks" could surely all be used for other packs as you also said:
Spectacled Bear: Mountains
Tasmanian Devil: Nocturnal, Islands
Porcupine: Drylands
 
I have been a little hesitant to design a Woodlands Animal Pack because honestly, the terminology around what would qualify as "Woodlands" confuses me. I don't think Frontier would call it a "Temperate Woodlands Animal Pack", because that sounds way too specific and more casual players of the game would probably dismiss it more easily than, say, a "Tropical Rainforest Pack" because it just does not pack as much of a punch in comparison, name-wise. And "Woodlands Animal Pack" has been a name that I always thought would be weird, considering that it sounds almost the same as "Wetlands Animal Pack" and might be easily confused. A general Forest Pack does not sound likely to me, because a mixture of animals like Sloth, Wolverine, New World Monkeys and Red Deer seems too odd and random to me. But that's just me trying to think of how Frontier would consider marketing such a pack.

That said, let's go with a hypothetical Woodlands Pack and what I think would be included here:

  1. One big carnivore, probably a bear. The Spectacled Bear would be my personal preferred choice, but it is more associated with the mountain ranges, even if it is quite an adaptable animal that is also found in several forest types. Still, the American Black Bear basically screams woodlands to me, and would probably be a popular animal despite basically being a reskin. Easy to made, yet still widely requested; not too many people would complain about their inclusion, basically a win-win for Frontier.
  2. One smaller carnivore. Raccoon and Striped Skunk have been frequently mentioned here, but it seems like it would finally be time for the Wolverine to make it into the game. They would add NA, Europe and Asia representation, inhabit boreal forests and are among the most popular animals on the meta-wishlist.
  3. A swine. We only have the Warthog and the Babirusa so far, and it really seems like it's time to introduce another swine (or swine-relative, in the case of the peccary). I feel like the Wild Boar, while often mentioned around here, should be on this spot, but it would more likely go to the Red River Hog. A tropical rainforest animal, the first (and only) African animal on this list, and a visually distinct and very popular creature that seems like something Frontier would go for. Fingers crossed on this one.
  4. One more ungulate, at least. They are relatively easy to make and have proven to be simple, yet reasonably popular "filler animals" in these pack rosters that still need to fill some slots. I think a deer would be the most likely candidate here (I'm somehow not convinced that a Wisent will ever make it into the game), and then it either boils down to Red Deer or Southern Pudu for the sake of this list. Red Deer is more requested, but I think Frontier would also want to give us some SA representation here, and the Southern Pudu seems like an attractive candidate. Let's go with them here, just to keep in line with Frontier's tradition of including some oddballs.
  5. One bird. Even Frontier should have realized by now how over-the-moon players are at the inclusion of any bird, and a lot of people would probably be disappointed if the next pack doesn't include one. The Golden Pheasant has been mentioned a lot around here and seems like a likely candidate to me. Visually beautiful, exclusive Asian representation, and probably relatively easy to make (I assume).
  6. We still need more Oceania representation, and what better choice here than to finally include what would arguably be the "star animal" of the pack: the Tasmanian Devil. No explanation needed, I guess.
  7. The seventh spot could go to anything, I suppose, and my choice ultimately comes down to personal preference, but I'll go with the Black Howler Monkey. (This might also mean that we could choose the Red Deer in #4, because now we'd have South American representation after all.) They are generally found in almost all forest types and not necessarily restricted to tropical rainforests like most other primates, which would make them a very likely inclusion for such a pack. Plus, I know with the recent introduction of brachiation many people thought the spider monkey would be next, but also the update surrounding animal chorus mechanics immediately made me think that now we'd have to get howlers sometime soon. Alternatives might be Raccoon, NA Porcupine, Red Fox, maybe even a Marten or the Kiwi, but I wanted to go with another primate because we still need more of those and an animal pack seems like the perfect opportunity to introduce more.
  8. The exhibit animal could be anything, and I don't think I can even attempt to make an educated guess at what would be likely here. Maybe a Tuatara to give us our first NZ representation (before hopefully the Kiwi very soon)? Not sure if their biome counts as woodlands, though. But we need more lizards (and yes I know tuataras are not technically lizards, but at least they look like they're lizards), and a break from the row of amphibians recently would be nice too.
