If I need lots I just bomb the whole area with mines from the ship, having already deployed the SRV to one side. A spare SRV is useful in case your aim is badly off.

No but seriously, I can't imagine 600mb, I sometimes enjoy 30mbps at my mums house, still took 6 hours to download Borderlands 3 lmao.
Do you think the Horizons client will include every bit of code and resources that Odyssey client has but with parts artificially hidden? Like there'll be on-foot people running around behind a wall if you could just find way through it? No!
ED is made up of different parts, each involving a transition between environments and crucially, instances. Going from one system to another is a transition. Going from space to surface via the 'glide' is a transition. Climbing into your SRV is a transition. The Horizons client only needs to include code and resources for environments that it supports, i.e. not on-foot environments. Why would it?
To keep everyone in the same play space and allow them to group up, like many other MMO's did/do. If you group with someone without the latest and greatest, it's just greyed out for you. You can only do what the player with the minimum access can do. Like how WoW does expacs. Everyone still plays together, it's just you can't hit the new level cap or visit the new area without buying in. Allow horizons players to see people sitting in the bars having a giggle while they sit all billy no mates in their cockpits.
