Apparently the Horizons 4.0 install is done through the launcher and not through Steam! This is new (all previous updates were directly through Steam), but very welcome! Thank you Frontier for taking this approach! This means I can continue playing 3.8 and try 4.0 at my leisure rather than being forced to install it now.
(Disclaimer - I just tried posting this in a thread that was closed while typing, directed here instead, so if I'm just repeating info in the OP, I apologize)

To add icing to the cake, Horizons 3.8 servers are up and running right now, so I was able to jump in without any interruption at all! Very good!

SOMETIMES (not all) but fully exiting Steam and hopping back in helps mine. You've probably already done this but just trying to throw a bit of help.
OK consoles do not need any updates server allowed access with no patches...
So no big download...

So just to be clear... I bought odyssey in preorder. My friend doesn't (he said he won't buy it because he is only playing in VR) and I was very excited for this update because I thought as an odyssey owner I will be able to launch horizons 4.0 to play with my friend making discoveries around the new lore... And now here we are and I cannot launch horizons 4.0 and we cannot be in one instance from the two different versions and the answer is "We have nothing further to say"..... I am so disappointed in FDEV now
I made the grave mistake of buying Odyssey just before the update...
I have to wait until that installs before the launcher updates.

Now I'm getting Taupe Cobra errors.
Known issue:
4.0 Horizons and 4.0 Odyssey is still not a single game verse where people can play together. Pls fix asap, this has been a major issue since 19th of May 2021 now ... so over a year. It's taking way too long and is already long overdue.

Thanks @sallymorganmooreGeforce now is appling update automaticly so has taken the game of line now to do the automatic updates...
Just had that, said it was preparing to install files but nothing happened. Killed the client, suddenly steam perks up and says "Oh, you got updates, here they are.
Got the updates, still says "server maintenance."
