Sounds more like a 3:rd rate financially troubled or embargoed country. I don't want to call anyone wrong, but please do check again.. I mean that would exclude US citizens from so much as not everyone wants to sell in USD.

It is sort of odd that some of the largest, richest financial institutions on earth (Citibank & Chase, who my credit cards are with) don't do it automatically. I can only assume it's down to U.S. regulations and not them.
