can anyone tell me why I keep getting bounties/fined when I get killed on the base reboot missions.
the Text on the job makes it read like a support mission, the scavs at the powered down base open on me 1st and all have bounties but when I respawned twice both times I have 100k fee to pay and was in a detention centre. I role play a mostly clean commander so I need to know what I am doing wrong.

The fine should be around 100,000 credits...
But, you may now have a Power Regulator that you didn't have before. (when large quantities are needed for upgrading, taking a lot of missions and abandoning them gets you the PRs and a 100k fine for each, usually)
If I may make a suggestion on "how-to scav"?
Arrive at base: Deploy SRV and dismiss ship (or land your ship 500m+ away from the outskirts of the base)
The SRV radar will highlight the scavs there, if you drive around a little they should 'ungroup' and you can count how many.
If more than 6, use your Dominator suit, the extra weapon helps. Leave your SRV close enough to run to, but too far away to attract a concerted attack.
When departing SRV, first select "manage inventory" go to Goods and store the Power Reg in the SRV until all scavs are dealt with (If you get killed carrying it, it is lost and you get a fine with no benefits)
Use the rooftops to scout out scav locations - as well as find your way around the base. - enticing the scavs to use the stairs to the roof provides a useful bottleneck to deal with them, but remember to move around, a lot.
Suggestions above will 'help' you to develop your own technique. Have a lot of fun, I do!
ETA: As an aside: once you have a PR or two of your own you can take the missions to 'fetch from abandoned base' and use your own inventory to power the settlement back up, remembering to power it down again when finished, of course: this will permit data collection from data ports powering up the settlement have activated. Be aware that as the base powers back down, scavs may (quite likely, in truth) drop in to say hello, with guns...
Remember to visit either an Anarch controlled, or Communist Controlled, station or port to buy e-breeches, don't skimp, buy 100 and top them up once stock gets a little low.
