Does anybody know why the new launcher (0.4.6324.0) wants to be installed to the "C:\Program Files (x86)\Frontier\EDLaunch" folder?
First, that path is for 32 bit applications (I know that the launcher itself is a 32-bit exe, but the rest of the game is not), and second, my copy of the game is installed to a completely different folder.
Shouldn't the updater auto-detect the correct game folder?
If I accepted the offered path (which is not even an existing location in my current setup), now I'd have 2 different versions of the launcher installed into two separate directories.

Try starting the game out of steam by using the standalone launcher.
That's the default location, so presumably you changed it before, and thus I'm sure you can change it again.

Downloading PS4 version now and can confirm it is 15.872 GB. Not complaining but why would it be more than Xbox and considerably more than PC?
