OK... lets take this in small steps...
1) Launch your original Launcher (yes, you HAVE to do this for this exercise)
2) At the top of the Launcher, below "Welcome (your name) you have a bunch of things... My Account, Options, Support, Forums, Store, Tutorials, Manual
3) Click on Options and then Select "Log out". Don't select "Log Out Machine".
4) When you have done that, that blue Play button will turn Orange and say "Log in".
5) Click on the "Log In" button, and then type in your new GMail email adress + password
6) This should prompt you with a verification code
7) Go to your email adress and find it, paste it in
8) What happens?

No.
You do not need a second windows account and you don't need a second install of the game.
You just need to log into the launcher with the second account email address and password you used when you bought the game for the second account.
Clicker
The code gets sent to your email address when you try and log on for the first time or after an update. Check with FD if you aren't getting one.
Probably not, but the launcher was created well before having more than one account was common so they never bothered. To be honest, they have a shed load of work to do on the game itself to be bothering about the launcher and multiple account when, as you can see from the above posts, there are a number of work arounds.
