How good of a guage is that really though? Those ships register on that report even if they dont stop but just pass through the system, correct? Sure they can't really have much impact on the system.

Sure, if they do nothing they appear on there, but if they dont appear on there you know its only you, so thats a great guage, as you are the only one having an effect on the system.
 
Are civil wars still working sometimes or most of the time? Or not at all?

I've only taken part in a single civil war to try and flip a system: at Eleu with Kancro and friends for SEPP.

We'd just figured out that balancing the factions was the way to go at the end of 1.3, and so we had a civil war pending which started as soon as 1.4 dropped.

Like a lot of other minor factions, our influence dropped immediately to 1% and the controlling faction got a boost! By the time the civil war had ended though, we had 80% influence and the other faction had 0%, queue victory celebrations and half a dizen very happy CMDRs.

We waited until the next day and.... nothing! The Eleu Energy Corporation still controlled Eleu, we hadn't even gained a station and EEC had even gone into Boom on 1% influence! :(

This had left some of my fellow conspirators a little down about the BGS until it gets patched. Is anyone have luck with civil wars? Were we just unlucky? I get the impression that Walt and the Mercs are still doing okay in 1.4, so I fancy having another go now that we at least know we can start a war easily. :)
This is a bug we've just seen as well - faction loses civil war that was queued/started before 1.4, faction keeps station it should have lost.

TRy triggering the CW again - the sim has been made more sensitive to player inputs so it shouldn't be as much work as it was pre-patch. If the same thing happens again, I'd say it's a game-breaking bug. If it doesn't happen again, I'd suggest it's a glitch cauised by the switch to 1.4. Regardless, bug report it anyway.

I know of a system that has seen two wars over system control since October 9th without the winner getting the station.

Your Team's work is very beautiful, and makes my own research redundant in and of itself. Do You mind if I put a link to this thread in my guide as a required reading subject?

I've not seen any definitively positive feedback about the 1.4 BGS from my previous query, which is a little worrying.

So out of curiosity, has anyone managed to flip any system since 1.4 went live by winning a civil war or election?

Can someone confirm if a player faction is replacing the one with most influence in the given system or is it added as an additional faction? And if it's the latter - what happens with the governing faction influence?

I can tell you what happened with ours, although it might not be uniform: we were inserted as the main faction, displacing the old controlling faction. There are 3 stations in system, so having been gifted the main one, we had a corresponding influence of 50%, that immediately reduced to 33% on the server tick (which makes sense as all 3 stations are owned by different factions). The other factions per-centages, tucked in line behind that 33%.

So, I would assume it would work similarly, but the number of factions and stations in your 'target' system will affect things.

That's what happened to our faction insertion, however we started at 69 percent and dropped to 30 the next day. I don't know what the status is today.

Added with 70% and given ruling station.

The usual.
Every major patch breaks the BGS.
1.1. Gave us combat bond instawins
1.2. Gave us cooldown suffocation
1.3. Gave us wrong faction attribution and rollback
1.4. Is now. Kill ships nuke and no resolve conflicts.

Plus expanded faction influence leakage and stickiness, single faction conflicts, stuck influence after boom, etc. Etc.

It usually gets sorted out within a week or two.

Nevertheless I'd have some BGS unit testing by now, if i were FD.
