Once one of your combat, trade, or explorer ranks becomes Elite, you receive a 2.5% discount when buying ships from then on. This discount stacks with any other ship discounts.
Example of how to find a Fer-de-Lance at 15% discount:

Starports have some variability in the modules that they sell at any given moment. Some of the modules that a starport sells seem to change at intervals.
The allegiance of the system and the allegiance of the minor faction that controls the starport partially determine which ships are for sale there at any given moment.
I recommend that you buy ships and modules from the Diaguandri system. Any modules that you can't buy at the Diaguandri system, you should be able to buy at the nearby Lembava system.
The following information is accurate after the PowerPlay cycle on 2015 July 23:
This information may be out of date: Zachary Hudson controlled systems sell weapons at normal price (i.e. the 20% discount isn't working) (I only tested this at Daedalus station in Sol system).
