Internal time stamp? I don't know how they track data on the back end, but it's easy to attach a time to any game action that would get stored (and is often done for debugging).
Edit: Although that sounds like a lot of extra code to check that does little except to make many explorers mad. Maybe they just have the value multiplier flagged at the time of scan.
I think you misunderstood what I was querying:

before the scans are turned in, about any multiplier? I'm pretty sure nothing would be in the journal and I can't believe that the app was updated to know about the enhanced payout for a certain period.

But people who were out exploring had the option to turn in their data for a 4x payout a few days ago, and my understanding is that that enhancement applied to everything, right? Not just AW? But now the special extra payout is limited to just
fresh data, so the data which was worth 4x 2 days ago at Angus Manwaring is now worth 1x everywhere, and fresh data from today is worth 3x everywhere.
