Really, 2015 thread... Well ok.
In over a year you should really get to grips with not shooting friendlies
In seriousness try boosting in/out of stations, it's more than possible provided you check first for a T9 or Beluga coming the other way. Some good youtube videos too. Stay 8km+ out until you line up with the slot then boost boost away whilst requesting permission and keeping an eye out.
OR
Get engineered up with smart rounds and healing lasers to never have that problem, leave 1 weapon as normal so you can actually attack someone and bind it to a separate fire group so when firing normally you have no issues.
OR
Get allied with local factions before doing CG so they'll forgive you a minor hit or two (yes this does work, I have a vid somewhere if you want).
Also consider using weaker weapons like pulse lasers not beam lasers, multicannons not railguns etc.
OR
Learn to use directional thrusters to fly above/below your enemy so the police arn't in your line of fire.
And/or learn to use the radar and situational awareness (I find audio helps a lot tweaking certain sounds to louder)
OR
For gods sake don't kill them, watch out for getting fines and if you do evac the area promptly, wait the 8 minutes and then pay the fine and carry on. Whatever possesses you to finish the job for a weeklong bounty?
Plenty of options.
I've done a lot of hunting lately. Got myself over 50mil of Empire vouchers and probably 100mil of other vouchers that I haven't yet cashed in. 3-4 weeks of hunting and it hasn't happens to me yet. I'd say on average I hit a friendly maybe once every 100hrs of bounty hunting.
