IMO Horizons should have been the season where the universe was expanded to include more planet types. It's started well with airless, rocky worlds, and I think they should have continued to add to this with more complex planet types as the season progressed. Then finish it off with 2.4 Thargoids.
Then they could have made the following season be the one where they added engineers, powerplay, multicrew, etc...
I think the timetable should have been
1) Elite dangerous 1.0 - basic game docking at stations.
2) Elite Dangerous 2.0 - Horizons - Building the universe and adding more things to see and explore - atmospheric planets, asteroid bases, more station types. Thargoids.
3) Elite Dangerous 3.0 - Encounters - Fleshing out the universe with padding like engineers, multicrew, powerplay, more alien races
4) Elite Dangerous 4.0 - New Frontiers - The ability to walk about on planets, ships and stations, and have ground-based combat situations on planets in war systems.
