I don't know what is planned for planets with atmosphere in the future, but from my point of view it gives Frontier the chance to bring in some more funds.
Planets with atmosphere but not populated could be similar to the existing planets without atmosphere, especially where the atmosphere is toxic, but with the added peril that atmosphere can bring.
Planets with atmosphere that are populated could be permit controlled and be a completely separate game, which of course you purchase to get the permit.
These games could be anything the developers can come up with eg. Join the rebels who are trying to overthrow an oppressive regime or become a spy to spy on an opposing faction or join a team who are cleaning a planet of it's hostile wildlife so it can be settled by humans.
The games could be of a similar format to the likes of Halo, Call of Duty, Medal of Honor or even Doom.
Once you've played and want a change you simply jump back in your trusty Cobra MKIII and rejoin Elite Dangerous again, then maybe purchase another permit to join another game somewhere else in the galaxy.
The variety of types of games is only limited by the imagination of the developers, it would be interesting to see what they can come up with!
