Everything else requires a good portion of a magazine to chew through a High CZ target - figure somewhere in the ballpark of 5-10 seconds.

I suggest the Headshot mod at the least - it helps a little bit with the Oppressor's damage. I like having a scope on all of my weapons, so I put a Scope mod on mine; it does increase the perceived recoil, however. High CZs are where the most difficult enemies spawn and the absolute limits of our gear can be tested, and therefore where I can obtain some insight into what our weapons and suits can and cannot do. If not High CZs (which are very common throughout the Bubble), what should our weapons be balanced around?Again?
Stop measuring weapons against the hardest encounters - that is the High CZ.

That G5 Oppressor has the following mods:
- Headshot Damage
- Scope
- Extended Magazine

My biggest issue is with the weapon sway, but that's not specific to just the Oppressor. Supposedly Yarden Bond has a Higher Accuracy mod that gets rid of that...
