Perhaps retreat and expansion are 3.2 era, and the rest is shiny 3.3? It might explain some of the weirdness.

Just seen my first Pending Outbreak. Not tell where![]()
It does not. Terraforming and Colony. The faction targeted has just finished a Civil War, has no other active States, and no assets.Would you be able to reveal whether or not the system contains an Agricultural station?

Anyone experience CZs running away after you drop into them if they are close the planets?
Last night, I dropped into a Low CZ and after few kills, CZ moved over 100 km away. So, hostile ships kept spawning and refused to retreat.
Any clue as to what new state "Pirate Attack" means?
There's nothing about it on the local station news page, and I couldn't spot any additional mission types BUT the "massacre pirate" missions always direct you to a neighbouring system, so perhaps I need to visit the neighbours and see if they are giving out missions for my system. As an aside, at the same time as gaining "Pirate Attack" state the system controller remains with "Civil Liberty" which I thought was based on safety and security in the system concerned.
I've had no joy working out exactly how it changes things. There's no new missions.... i did think there were more weapons fire/distress call uss, but could have been mistaken.
Haven't verified, but my running theory at the moment is that if you don't "address" the issue, the faction gets a big security hit. For whatever addressing means...
Also not sure what causes it yet. It's definitely not being in civil liberty + investment... lots of counter cases to that now.
There might be some effect of this nature: of the three factions in Colonia with a negative security state (Civil Unrest), two of them had it start towards the end of a Pirate Attack.Haven't verified, but my running theory at the moment is that if you don't "address" the issue, the faction gets a big security hit. This was not my observation. We had multiple pirate attacks in our systems and it appeared to cause no detrimental affect. I too noted on the first day it happened that it seemed like more distress call/weapons fire uss were present.
Ultimately we ignored them for 5 days and they ended on their own with no discernable effect.
