Simple thing. But let's give it a shape.
A new service in (not all but many) stations, in wich we can track wanted starships... for a price.
Inside Contacts we can find a new option, Bounty Informant (squealer), selling records. In this records we can see the location and time from last departure of all wanted player ships (more recent are more expensive), the CMDRs names, bounty prices, and may be, optional, last touched starports, possible loadout, if refueled, and so on.
The Bounty Informant records should cover a limited LY range (for a price again, cheaper as closer) so we have to track them moving along the bubble.
This idea comes for tracking other outlaw players. It has no sense for npc but it could work too.
I think this could make the game the game very exciting for Open living outlaw players, having unknown menaces (or prey) over them all time (while they are piloting a wanted starship of course), and a new entertainment for pvp law enforcers. A simple way to find dogfights with each other.
