It wouldn't have been 15, the highest scav mission I've seen was 14. It definitely feels a bit punitive sometimes but then... what was the threat level? Can't really judge unless we know what that was for certain. After all, this stuff is dynamic and adds to the feeling of how these missions can play out. Be a bit dull if it was 100% the same every time.

I can't see that threat level matters that much right now. I have seen rivers of triangles for a T2/3 and had just 4 or so at a T5. I get they don't want every encounter to be the same force level but at present the mission being a T1/2/3 really doesn't matter much compared to the RNG of numbers and reinforcement drops that might occur. Makes selecting for difficulty near impossible because it's the mob numbers not so much the sponge level of each NPC that really kicks the new guy's head in the dirt.
 
It is usually 9 enemies... at least that is what I've encountered doing loads of those... however, as long as the power is off, the scavengers will get reinforcements. So, the best way to deal with it is to have your Maverick suit, sneak past all scavengers and turn on the power first. Once that is done, sneak back to your ship (yes, do these missions using your own ship instead of Apex) equip your Dominator suit and kill the scavengers. Then, go back to ship, equip Maverick suit (if you want to loot), and put out the fires.
I'll also add, once you turn on power, try to find the settlement alarms and turn them off. I've found that stops people showing up if you loot certain sensitve things like genetic samples or viruses. I tend to turn off the defense turrets too but now that you're saying the powered on base prevents reinforcements, which I didn''t know, maybe the reinforcements don't show because turrets are on.
 
I think that was no fire zone.
Use the SRV before you turn the power on. Afterward, yes you would get fines.

If you have a ship with decent shields, you can also carpet bomb\dumbfire missile the entire facility. If you turn all the base defenses off, the only worry you will have is one or two security vessels firing at you as you leave.

Gr3 Mav suit with Gr4 Primary Executioner and Gr4 Secondary Tormentor is good enough for any situation. It almost feels as if its too easy. The Tormentor being the goto weapon.

Except that the guy is brand new, and odds are he has neither.
 
To whom it may concern... You can kill them with dumbfires, your SRV (shooting and running them over) and of course, you can change to the dominator suit ANYTIME YOU WANT TO KILL THEM...

As for mission payouts, who cares, these are fun to do. Rob the place blind and sell it to bartender if you want more cash. If you're cash, do other things.
 
You can also just boop them with the tip of your ship. Needs some practice but once you figured the angles out, it works rather well. Lure them out in the open for more manoeuvring room. If you get stuck on structures, toggle your landing gear to get out of it.
 
I find it somewhat odd that on a Support mission I had to not only bring the power back up and put out fires, but also kill MORE NPCs than on a pure combat mission (oh and I can't equip my Dominator suit either). It was something like fifteen or so, certainly more than ten.

This awarded and impressive 120k credits or so.

So why not do a dedicated combat mission that requires you to nearly always kill FEWER enemies, using a proper combat suit, and without all the other support stuff for the same reward?
I agree that it's a little odd how these missions end up being a way more combat focused than they let on.

However, just a note, if you scan the NPCs you kill, loot lockers and loose items, and download all the data you can find, you can clear 1 million credits of overall income in the medium/larger settlements. If you sell everything (i.e. aren't holding onto stuff for gear upgrades) it can make hitting that range even easier. I def don't make that on every one, but I actually think these are my favorite missions right now because they have the right balance of combat/scavenging for my taste.

And I mean, a million credits isn't.. great.. but just saying actual payout on these can be a bit higher than the mission reward itself.
 
Trying to keep the mission wrinkles balanced with the mission threat was a common request during the alpha test as well.

So the game sometimes sends a dropship to dump some bad guys on your head and add a little wrinkle to your mission. Great, all well and good. Spices things up. Except that sometimes it's not just a few bad guys or just one dropship and suddenly that job to go change a fuse and extinguish a few fires turns into the equivalent of a surprise raid a few tiers of threat above what you signed on for.

Though mind you when the game gives me the finger like that I prefer to just give it the finger back. With missiles.
