Like you wrote, it should be according to the power's current strategy, not random.Also, I hate all the weekly asignments asking you to do things in a specific system, because I want to do the asignment in a system in which my power is pushing in the cycle, not in a random system.
Yes - both of these seem to need either another Power's system to be relatively near (so some of the screens start out hacked for the other side, and their NPCs show up). I've got one this week which is going to either be impossible or sufficiently tedious that it's not worth the bonus merits.Same problem. Can't complete the 'kill rival power members' missions because I just can't find any in the designated systems. I've tried everywhere. Please fix! Hacking the holoscreen adverts was impossible to complete also because it was in a system already under my power's control and the screens weren't targettable as they are in other systems.

Very true for me so long as it isn’t the system the power has specifically directed me to eliminate opposing powers in for the weekly task, in which case they do not spawn anywhere (3 times now).One quick way is to just drop out of supercruise. Seems like most of the time a wing of Power-pledged ships will spawn.
