Due to setting up some new hardware, I had attached a second IP address to my NIC using the PowerShell command 'New-NetIPAddress'. I should note that I did not set up a default gateway for that subnet, as the device I was connecting to was local.
Subsequently, Elite Dangerous would not connect to the servers. All other programs were accessing the internet successfully. Upon viewing the network options in ED, I noticed that the IP address listed for the NIC was the second (new) IP address. As soon as I removed that new IP address, ED connected to the servers.
