Bug: Terra Velasquez not unlocking

I completed six covert heist/theft missions (and then some). The engineer description acknowledges that I unlocked her, but no emailed invitation is forthcoming, and her base remains hidden on the system map.

Has anyone else encountered this issue?

If I remember correctly you need 6 covert heist + 6 covert theft missions for her to unlock.

With so many covert missions (good thing) I can't say how many theft or heist I've done as the game doesn't let me see (bad thing). So I can't say, but she remains a mistery to me, too. Will try to track my progress and tell.

When I unlocked it, you only needed heists. Thefts didn't count at all. I did 2 heists + 4 thefts and it didn't unlock, then I did 4 more heists and it unlocked when I completed the 6th. Who knows what you need now though, it's equally likely that they've changed the requirement or just broken it.

I did 6 covert production heists as these count the best. According to EDDiscovery 5 had registered so I did another and got the invite. But I probably did a few more and I noted that shared missions (from team mates missions) didnt count at all.

Is that a fact? It is unclear from the description.
No, it's a wrong assumption that has turned into a myth.

Covert thefts didn't (don't?) count most of the time, stick to covert heists to be save. Apparently sometimes they don't work either, maybe.

But I can confirm that I did only 6 covert heists and immediately got the unlock (well, after the relog of course).

When I was working on unlocking Terra I was told that covert thefts did not count towards progress (confirmed by FDev support as a known bug).
I'm not sure if it was ever resolved.

This was from 9th of August:

Hey CMDR,

Thanks for getting back in touch in regards to Terra Velasquez.

I've managed to obtain some official confirmation from our internal QA team so please let me explain further.

The intended requirements for unlocking Terra Velasquez:
You do either 6 Covert heist missions or 6 covert Theft missions. (So you only need to do 6 of either)

However, currently there is a bug that is preventing the covert theft mission from tracking correctly. Our QA team has been made ware of this and the matter is under investigation.

In regards to your situation, your 6x covert heist missions counted correctly. However, our database did not update in real time to reflect the change and after completing another covert theft mission, the database updated. This was purely coincidental.

Rest assured, a fix is being worked on and we hope to deploy a fix for this soon!

I hope this clarified the unlocking requirements further.

Do send us a new ticket if you have any other questions.

To sum up: To be on the safe side you need to do 6 covert heists. Then relog (and pray*).

*Praying might be optional

I found it finally worked when I did 6 heists perfectly, I think some where I'd had a fight but got away with it and had been counted as successful in the game didn't actually work for the unlock.

Zac mostly confirmed what has been said above in one of the preview terra threads

This is how it should be. We're doing some digging to check on things behind the scenes. From what you've all been sending it seems that the theft missions are causing the problem more.

Downloaded EDDiscovery last night, where can I see the number of heist missions done please.

Wonderful news, i recently did 6 covert theft mission for nothing. Now another grinding session starts. Great :(
At least this grind is playing the game, I'd rather all the unlocks be mission based than relying on some data to randomly drop when you're not sure how or where it spawns and you need loads of them and it has a drop rate of 0.1%.
Just a shame it's broken.
