Build a Racing Facility with Colonization

Many players like to organize races, but there are no racetracks. Some colonization facilities have grids that resemble racing circuits, but they fall short. Suggestion: add a racing facility that can be placed by an architect (tier 1, 2). That is all.

Colonization should have included more freestlye base building to give players the ability to race/fight/whatever. Hopefully even with this current system they can tack that on too. Claim space or planet property and then be able to manually place assets.
