Can you tell us if Smear Campaigns are in game yet? Anyone find one with the update?

And yet despite clearly remembering this you've failed to disclose where you were or what you were doing at the time. All easily available from your logs. I guess you were at Raxxla and don't want that revealed eh? ;)
Failed to report here sure. Failed to report in my 4k discord. Nope cause we have all been testing it and looking for it for over 200 hours of gameplay over two weeks now. If you want the clues we discovered then hop on over to our discord or do what I did. Look for over 200 hours for one specific drop.

Possibly with some kind of high tech futuristic "Search" function that could be used on text files...?

Not doubting you, but it ought to be pretty easy to verify.

Anyway I think Hawke (according to his vid anyway) saw the SCPs back before he (or anyone else) knew what they were for or had any idea they would be needed for the engineer, why should it have been considered a big enough deal back then that he'd need to 'report' it here like he owes anyone a favor? Leave it at that and let's focus on what's happening now; we are being told "there is no problem with SCPs, y'alls just not looking hard enough", and yet there are zero reports of anyone finding even a single one.

The problem is that Hawke seems to be unwilling to do a simple text search of the logs that would tell us where, when, and from what faction the Smear Campaigns were taken. If we knew those things we could backtrack that faction's state on that day and have some actual data to work with.

Yeah, but having no clue when he announced to his 4k followers what he had found, and then all 4k forgetting when he did it ... mysterious. Like all those times that people announced being hyperdicted in Sol and then went silent when told there were hyperdiction stats that can prove your last hyperdiction location ....

There's no other way to get data for unlocks than to download it (certainly not via mission rewards).

Whatever method, I'm certain you do get an entry whenever you get any new item. Not really interested in the whole discussion, just want to clarify that if someone gets an item then they should be able to find it in the log file. Sublime text (free) will even let you do a text search in an entire directory of text files. So...

Frontier could look it up in the database. Here in the Frontier Forum someone said he saw one, but I think he is confusing that with campaign plans or propaganda.
But Zac can tell us how much of this data is in the game for Bond, so how many players have one in their inventory and how many have unlocked Bond.
I'm assuming no one.

She's still showing as locked on Inara so it's safe to say she's still locked.

Almost a month after release and this strongly suggests that, if they are possible to find, that expecting us to get 8 (or even 1!) is quite off the mark.

Being "in the game" and "reasonably obtainable" aren't the same quality.
 
Some more ideas for the conditions required:
1. Some rank requirements for specific mission(Although we would still see the mission as grayed)
2. Some specific surface POIs that spawn only in system with certain condition/state. (This is what I will try to chase tomorrow)
 
During the alpha test I found one SCP at a downed nav beacon, but not a single one since release. As for rarity during the alpha, I had somewhere in the neighborhood of 100 manufacturing instructions by the time it popped up. It had no purpose then but I was compiling a list of data items because it seemed like an excessive quantity of useless items was polluting the drop pool and making for some awful RNG.

I don't doubt Frontier if they're saying that some conditions are enabled and SCPs are switched on in a loot table somewhere but if you've done any software dev you know full well that doesn't necessarily mean it's actually working. Something completely unexpected could be interfering with them spawning. I'd challenge Frontier to have someone actually test it on the live client & server and prove that they're currently obtainable.
