Cant find Tutunnyk Biological Facility

So apparently this is the nearest location to buy a commodity
Tutunnyk Biological Facility
I have been searching round the system and cannot find it anywhere. I am pretty sure I have located everything with the FSS and there are no UNKNOWNs shown in the navigation panel so I really don’t know what to do. How can I find this place?

I am in Horizon. Is there any way I can get buy from there with out having to get Odessey?
