Cargo Scanner Jammer, for Smuggling

As with other modules, various versions ala 1A/2E etc, each with an appropriately strong (or weak) chance of blocking the scan and/or alerting the authorities about the blocker. That would be SO way useful.
Perhaps it could be a special kind of cargo module designed for smuggling. So you could smuggle in that one and carry legal cargo in the other. The scanning ship would see the legal cargo but nothing in the special smuggling cargo module. It could only be bought via black market or anarchy/pirate systems, and several orders of magnitude more expensive than standard cargo modules.
They could also be illegal or legal depending on the system. Better ones have virtually no chance of the authorities noticing it. Getting caught could be a fine and confiscation of the module. Plus, of course, the fines for any illegally smuggled goods. It's fine to carry legal cargo, but you still get fined for having the module and it gets confiscated.

Honestly, I think that heat sinks are overpowered and shouldn't be as good as they are. Because atm, one heat sink makes smuggling impossible to fail. If you release a heat sink in the NFZ, you should get a fine, and you should need to let your cargo be scanned to remove a fine, allowing you to unload your ship.

I'd love it if there were smuggling cargo racks, where you could only see the real contents if they scan you twice.

The harder smuggling is, the more rewarding it can become.

Fundamentally, smuggling full stop needs to change.

Popping a heatsink at a low sec democracy port shouldn't even make people bat an eyelid... and the rewards should match (ie be very poor)

Popping a heatsink at a high sec democracy could at least cop you a substantial fine, and offer medium rewards.

Popping a heatsink at a high sec authoritarian faction station should be a bounty and attacked (when detected), and offer high rewards.

Trying to dock at all for a faction station in lockdown without submitting to a mandatory scan should result in similar treatment, heatsink or no.

Of course, much more should be done, but that's for an entire overhaul of smuggling
 
I've only ever used heatsinks to recover from overheating while fuel scooping. LOL
... Do they spoof IR missiles? I would hope so.
