This suggestion is to modify the FSD Interdictor module by both adding a 'reload' time to prevent interdiction of the same target multiple times, as well as an effect on the target ship which violently adjusts their direction, keeping the same trajectory, essentially starting the target with a large disadvantage.
The reason I suggest this, is that I've recently taken to trading again, and noticed that in any of the ships that I own, if I'm not caught at a standstill in supercruise, the interdiction mini-game is essentially a choice - if I don't want to be interdicted, I can play the game and win virtually every single time. This makes many supposedly dangerous star systems (read: low-sec, anarchy) trivial to travel through, and removes the risks of piracy altogether.
EDIT: Thrusters disabling upon submission is a bit much, per feedback. Perhaps remove the shortened FSD cooldown?

One more pit-fall to address is submitting to the interdiction - this seems to be a very easy get-out-of-jail-free card. Could submission entail some detriment, to make the decision to submit matter a bit more? For example, submission could cause your thrusters to be disabled for five to ten seconds.
