A quick search seems to suggest that post 2.1 everything has been detectable even in solo play so not sure where you get your info.
Yes running peer to peer is iffy but ED is using a cheat detection system that seems to be fairly robust based on the whines on the forums that shall not be named.
Eh, no. The problem is that you're still trusting the client. Simply using a cheat detection system is a bit like an arms race, all that does is promote the bad guys to build better arms. Client side data + peer to peer is inherently *bad*, games like the Division show why it's a *REALLY* bad idea to trust the Client, and that's not going to change simply by inserting a CDS. That's no different to the various Korean MMO's that use all those strange process overlay CDS's, they're interesting, but ultimately they're fighting an arms race that they're losing in the long run, the root solve in -all- cases is simply not to trust the client with *any* of the data, full stop.
That's expensive though.
EDIT : If ED is proving "more difficult" it's not because the CDS is inherently better, because believe me, it won't be, it's because people don't consider it a profitable market compared to say, developing hackbots for League of Legends or CS:GO or whatever.
